José Maurel offers consultancy services in sovereign debt management under the trading name “Public Debt Management Practice“. We are based in Mauritius (Business Registration Number: 117003354).
José has been working in the area of debt management for over 25 years and has wide international development experience gained in over fifty countries as well as access to a large network of agencies and professionals working in PDM. Until December 2013, José was Director of the Special Advisory Services Division at the Commonwealth Secretariat (London), responsible for trade, enterprise development, natural resources and… debt management.
Between 1986 and 2007 José worked in various roles in the area of debt management including:

1991-2003: Chief Programme Officer (debt management)
1987-1988: Consultant (debt and aid management)
1986-1987: Resident Debt Management Adviser, Central Bank of Belize, Belize (Central America)
José has been a major contributor to the strategic orientation and implementation of the Commonwealth Secretariat’s debt management programme, one of the organization’s flagship initiatives. 61 countries – including a number of non-Commonwealth and Francophone countries – have benefited from this comprehensive package of assistance which includes the provision of the Commonwealth Secretariat Debt Recording and Management System (CS-DRMS); support for building up databases for various categories of debt; training in various aspects of debt management including via E-learning; the provision of advisory services in legal and institutional aspects of debt management as well as debt strategy determination.
